The State of Eritrea has been undertaking reforms to strengthen Public Financial Management (PFM) systems to enhance fiscal discipline, improve transparency, and support evidence-based decision-making. As part of the Public Financial Management and Statistics Capacity Building Project (PFMSCBP), the Government recognized the need to modernize its financial systems through the adoption of an Integrated Financial Management Information System (IFMIS).

Historically, financial management processes were largely manual and fragmented across ministries, limiting the Government's ability to effectively plan, execute, and monitor public expenditures. To address these challenges, the Ministry of Finance and National Development initiated the implementation of a comprehensive IFMIS solution.

A formal contract was signed between the Ministry and PFM Smart Systems (in partnership with Focal Point General Trading) for the design, supply, installation, configuration, and training of IFMIS software and IT infrastructure.
