PFM Smart is pleased to announce the signing of a contract with the Federal Government of Somalia, through the Ministry of Finance, to enhance, expand, and roll out the Somali Financial Management Information System (SFMIS) across the Federal Government of Somalia (FGS) and four Federal Member States (FMSs).
The assignment represents an important step toward strengthening Somalia’s Public Financial Management (PFM) systems and advancing the digital transformation of government financial operations. The project will focus on enhancing the functionality, usability, security, and sustainability of the SFMIS to respond to current and emerging PFM requirements across the FGS and participating FMSs.
As part of the assignment, PFM Smart will support the rollout of the upgraded SFMIS application to four Federal Member States: Jubbaland, South West, Galmudug, and Hirshabelle. The rollout will include the migration of these FMSs from the existing BISAN platform to the upgraded and unified SFMIS, with a focus on maintaining data integrity, business continuity, and minimizing disruption to ongoing government operations.
The upgraded SFMIS will provide enhanced PFM functionalities covering key areas of government financial management, including budget preparation and management, commitment controls, procurement, cash and treasury management, revenue management, fixed asset management, and financial reporting.
The project will also strengthen the integration of SFMIS with related government platforms, including Human Resource Management Information Systems (HRMIS) and the Integrated Tax Administration System (ITAS). These integrations will help promote greater automation and connectivity across public resource management processes, supporting more efficient and coordinated government operations.
A key component of the assignment will be the standardization and streamlining of business processes across the FGS and FMSs. These processes will be aligned with the enhanced SFMIS functionalities and relevant international Public Financial Management best practices, helping establish more consistent approaches to financial management across participating government institutions.
The project will place significant emphasis on strengthening the security, governance, and long-term sustainability of the SFMIS platform. This will include improvements to user management, system controls, security mechanisms, and disaster recovery arrangements to support the reliability and continuity of government financial systems.
PFM Smart will also support structured training, capacity building, and knowledge transfer for government officials, system administrators, finance personnel, and other end-users. These activities will help strengthen institutional capacity and enable government staff to effectively utilize and manage the enhanced system over the long term.
Change management and stakeholder coordination will form an integral part of the implementation. PFM Smart will work closely with relevant stakeholders to facilitate a smooth transition to the enhanced SFMIS and promote consistent adoption across participating entities.
Following implementation, PFM Smart will provide post-implementation support for the SFMIS across government, including Federal Government of Somalia Ministries, Departments and Agencies (MDAs) and Federal Member State MDAs.
Through this assignment, PFM Smart will continue to support the Federal Government of Somalia in strengthening public financial management, modernizing government financial operations, and building sustainable digital systems that support transparency, efficiency, accountability, and informed financial decision-making across the country.
