The Federal Government of Somalia’s Ministry of Finance participated in the Peer-to-Peer Learning Event: Somalia–Lebanon Exchange on PFM Digitalization and IFMIS Implementation, held in Lebanon from 28 to 31 July 2026.
Sponsored by the International Monetary Fund (IMF), the four-day learning event brought together representatives from the Ministries of Finance of Somalia and Lebanon, along with the IMF’s Middle East Technical Assistance Center (METAC), to exchange practical experiences and lessons in public financial management (PFM) digitalization and Integrated Financial Management Information System (IFMIS) implementation.
A key focus of the exchange was Somalia’s successful implementation of the Somalia Financial Management Information System (SFMIS), a locally tailored solution developed and implemented by PFM Smart System in close collaboration with the Federal Government of Somalia’s Ministry of Finance. The system has evolved over the years to support Somalia’s broader PFM reform and digitalization agenda and strengthen the management of government financial operations.
During the event, the Somalia Ministry of Finance shared its practical experience from the SFMIS journey, including the approach to system development and implementation, business process re-engineering, institutional capacity building, integration of financial management processes, implementation challenges, and lessons learned.
The exchange provided an opportunity to demonstrate how a country-specific FMIS, developed around the government’s evolving requirements and PFM reform priorities, can contribute to strengthening financial management, transparency, accountability, and operational efficiency.
The event provided an important platform for peer-to-peer knowledge sharing, allowing Somalia to share the experience and knowledge accumulated through the successful implementation and continued development of SFMIS, while supporting Lebanon’s ongoing efforts to modernize its public financial management systems.
Somalia’s participation highlights the progress achieved through the successful implementation of SFMIS and demonstrates the value of the long-term collaboration between the Ministry of Finance and PFM Smart Systemin developing sustainable digital solutions that support public financial management reform.
