
PFM Smart Systems is pleased to announce that the Department of Treasury & Accounts, Ministry of Finance, Royal Government of Bhutan, has awarded a contract to the joint venture of Linpico SARL, PFM Smart Systems, and NGN Technologies Pvt. Ltd. for the design, development, implementation, warranty, and maintenance support of an Integrated Financial Management Information System (IFMIS).
The project aims to establish a modern, integrated, and secure digital platform that strengthens public financial management across the Government of Bhutan. The proposed IFMIS will serve as a centralized system supporting financial planning, budgeting, treasury operations, accounting, reporting, workflow automation, and integration with other government systems.
The initiative is expected to enhance transparency, operational efficiency, fiscal control, accountability, and data-driven decision-making across government agencies.
The new IFMIS will replace existing public financial management systems, including MYRB, e-PEMS, and FinDoc. It will also enable advanced interoperability with key government systems, allowing seamless two-way data exchange and enabling transactions to be initiated and processed both within IFMIS and through connected external platforms.
The IFMIS solution will cover eight core public financial management modules: Budget Preparation, Budget Management and Revisions, Commitments Management, Cash Management, Expenditure Management, Payroll Management, Revenue Accounting, and Accounting and Fiscal Reporting.
The platform will integrate with several major government and institutional systems, including ZEST, RAMIS and BIRMS, the Bank of Bhutan core banking system, the e-Government Procurement System, the Electronic Contract Management System, the Government Inventory Management System, Meridian Debt Management System, the Audit Information Management System, the National Pension and Provident Fund system, and other key government platforms.
Additional integrations will include systems operated by the Royal Insurance Corporation of Bhutan, National Housing Development Corporation, Bhutan Construction and Transport Authority, Royal Monetary Authority, Department of Civil Registration and Census, education authorities, and the government email suite.
The assignment will be managed by the IFMIS Project Management Unit under the Department of Treasury & Accounts, Ministry of Finance. The implementation of the IFMIS contract is scheduled to commence in June 2026.
